The only way I know how to do it is to click on the observe button / scope display button / select the scope I want to rotate / click on the Field Rotation Angle option / then make the adjustments. I use SS7 to determine framing and I have a rotator so I sometimes like to adjust the FOV rotation. There's one thing I still find kind of annoying and that is the scope rotation angle.
